Do I need a Turkish entry visa for a self-transfer involving baggage collection or a change between IST and SAW?
You need a Turkish visa only if your passport and circumstances require one for entry. Collecting baggage landside or travelling between Istanbul Airport (IST) and Sabiha Gökçen Airport (SAW) requires entering Turkey. Visa-exempt travellers may enter without a visa if they meet the applicable conditions; an airport transit visa (e-ATV) does not authorize entry.
Why does baggage collection change the visa question?
If your connection requires you to pass through passport control to collect and recheck a suitcase, you must meet Turkey’s entry requirements. Staying inside an airport building does not necessarily mean staying in its international transit area: landside arrivals and departure check-in areas are different from airside transfer facilities.
Turkish Airlines’ transfer guidance distinguishes through-ticket connections from arrangements requiring passengers to collect baggage and check in again. Ask the airlines handling your actual flights which procedure applies. Separate tickets are a reason to check carefully, rather than conclusive proof that every passenger must enter Turkey.
- Baggage checked through: confirm whether you can also reach the next gate and obtain your boarding pass without passport control.
- Baggage to collect landside: check your right to enter before travelling, even if you intend to recheck it immediately.
- Cabin baggage only: confirm where the next airline completes check-in or document checks. Having no checked suitcase does not establish that the transfer is possible airside.
Does an IST–SAW airport change require entry into Turkey?
Yes. Istanbul Airport (IST) and Sabiha Gökçen Airport (SAW) are separate airports. Travelling between them involves leaving the arrival airport and entering Turkey; it is not an airside connection between terminals. This applies in either direction, including SAW to IST.
Turkish Airlines’ booking conditions specifically describe connections between these airports and place responsibility for moving passengers and their baggage on the passenger. Check both airport codes on your booking, rather than relying on the city name “Istanbul.”
Plan the journey around immigration, baggage delivery, ground transport, the next airline’s check-in deadline and departure checks. Ask the carriers and transport operator about your itinerary; avoid assuming that one fixed connection time will suit every airport change.
Which entry route should you check?
Turkey self transfer visa requirements depend on your travel document and circumstances. Türkiye’s Ministry of Foreign Affairs sets out visa rules by nationality and passport type. Use the passport you will actually travel with when checking them.
- Visa-exempt entry: if the exemption covers your passport, purpose and intended stay, you do not need to purchase a visa just because you are self-transferring. Previous visits may affect your remaining permitted stay.
- An existing Turkish visa: check its validity dates, permitted stay, purpose and remaining entries. Do not assume a previously used single-entry visa permits another entry on your return journey.
- A possible eVisa route: check every condition for your nationality and purpose. The MFA states that eVisas are for tourism or commerce; do not assume that every landside transit itinerary qualifies. If your journey is solely a transfer and the appropriate category is unclear, seek guidance from a Turkish mission.
- A consular route: if you need a visa and cannot use an applicable eVisa route, consult the Turkish embassy or consulate responsible for your place of legal residence about the appropriate transit or entry visa.
Living in another country does not change your passport nationality. A foreign visa or residence permit matters only where the applicable Turkish rules recognize it and you meet all other conditions.
Can an e-ATV cover baggage collection or an airport change?
No. The MFA distinguishes airport transit without entry from transit involving entry into Turkey. An e-ATV is not a substitute for permission to pass through Turkish immigration, collect baggage landside or travel to another airport.
If your airlines confirm that your connection can remain entirely airside at the same airport, assess the separate airport-transit rules for your passport and route. Our guide to Istanbul transit visa requirements explains that distinction. Do not assume all airside passengers are exempt from every transit authorization.
What should you confirm before booking?
Resolve the transfer procedure and entry route together before committing to an itinerary.
- Check the arrival and departure airport codes on both flight confirmations.
- Ask whether baggage is checked through and whether onward boarding documents can be obtained airside.
- Check entry eligibility using your nationality, passport type, travel dates, purpose and any relevant supporting documents.
- Review passport validity, visa conditions and the documents required for your final destination.
- If you cannot meet the entry requirements, discuss an alternative itinerary with the airline before departure.
